You're partially right. Tax cuts only help the economy when you reduce government spending (reducing it no less than enough to make the government revenue-neutral) and become more protectionist in your foreign economic policy. That's how America thrived before Woodrow Wilson, whose political ideas are part of the neo-conservative agenda.
