WASHINGTON -- The House today gave final congressional approval to a historic agreement among the eight Great Lakes states that bans massive diversions of water from the lakes to parched states in other parts of the country.
The House approved the compact by a 390 to 25 vote, a month after the Senate approved it without objection. Pesident Bush and the two major-party presidential candidates have already indicated their support for the measure, which has been approved by eight state legislatures, including New York's. The House approval came as good news to those who had long been fighting to get a deal to prevent large-scale water diversions.
