Because its not in the areas that have the best chance for Oil. Maybe thats a big clue. You know like off the Gulf where the weather is more favorable for year around drilling.

Well, the fact that they have leases (actually they pay nothing) on government land and are not doing anything to follow through sounds alot like not building new refineries. I would not put it past the billionaire CEOs and their executive teams to have already worked out what works best for making profits and diverting most of those profits into their own bank accounts. Building new oil fields means paying for it out of their profits.
I have no doubt that the Republicans are doing exactly what their oil corporation employers want. |

Dyslexia? Er - you mean Republicans employed by oil corporations. My meaning is those oil corporations are heavy GOP donors. How else do you make sense of almost all Republicans in the Senate following the minority leader's directions to vote against eliminating subsidies to corporations making record breaking profits?
