Two-On-Your-Side sat down with him to find out what he sees as his greatest accomplishments and disappointments. And we asked some tough questions on where he goes from here. Collins says the most pleasant surprise has been the professionalism and dedication of county workers. He said the reason it surprised him is because of the benefits they get, he had a more negative perception of their work ethic. The County Executive says his greatest disappointment so far are some battles he has had with the Erie County Legislature. Among them, the delay in the approval of Cheryl Green as county attorney, what he calls the AFSCME "six hundred dollar giveaway," and the battle over the apprenticeship law, which he opposes. "I would now call the Mark Kirsch Local 17 apprenticeship law," he said, referring to Local 17's President and Business Manager who is now behind bars on federal charges of violent threats to extort jobs. "It was Mark Kirsch who sat right where you're sitting and told me how good the apprenticeship program is." Collins added that it will be interesting to see how county lawmakers defend the local apprenticeship law now. He said many of the lawmakers likely received campaign donations from Local 17 and/or Kirsch, and therefore the legislators have to be asked some pretty serious questions. If, he says, the union drove up costs, then he wants to know of lawmakers, "where do they really stand relative to what's best for the taxpayer." Collins was asked if he has at times been too antagonistic when it comes to dealing with county workers and the unions. "Not at all," he said, adding that he is willing to negotiate, but that the unions have to start from scratch. He says he'd like to bring in a public accoutning firm to calculate how much money the county taxpayer could save if some of the benefits are cut. Still, Collins acknowledges the workers need "real raises." "And they'll get that by negotiating new contracts that deal with the public sector benefits that are unaffordable and unsustainable. And then we can give raises equal to or greater than the rate of inflation." He says in the next one-hundred days he hopes to deal with the ECMC/Kaleida merger. But he questioned where the subsidy from SUNY is. He said if UB's Med School figures into the picture, then they should bring something to the table, too. Collins says he's surprised at the level of interest in how he is doing. At the end of the day, he said he still feels like he is a private citizen.

The Kansas Department of Transportation announced today that it has added camera views from eight highway locations to its road conditions Web page at 511.ksdot.org. CJOnline - KDOT adds highway camera views to Web site The locations are: US-75 highway at Topeka; Interstate 70 at Junction City; I-70 at Salina; I-70 at Walker, nine miles east of Hays; I-70 at Edson, nine miles east of Goodland; K-39 highway at Chanute; K-96 highway at Webb Road in Wichita; and US-50 highway at Garden City. "The road views will give motorists an important piece of information for their travel plans before they get in their car or truck," Secretary of Transportation Deb Miller said. "And the more information travelers have, especially in inclement weather, the better decisions they can make about when to leave and the route they choose." KDOT also plans to add 25 more cameras along I-70 from Missouri to Colorado before the end of the year.

CJOnline - Crime declines in Topeka again Crime declines in Topeka again By Mike Hall The Capital-Journal Published Wednesday, April 9, 2008 at 11:14 a.m. CDT Crime decreased by 23 percent in the first three months of 2008 compared with the equivalent period in 2007. Chief Ron Miller said it is the continuation of a downward trend in crime in recent years. Crime was down 9.8 percent in 2007 compared to 2006. Miller credits community involvement and some new enforcement programs for the progress. “Thanks to initiatives such as the Safest Capital City Campaign, citizens are beginning to realize that they can reduce crime in their neighborhoods,” he said. In the first quarter, vehicle break-in reports decreased by 174 to 310 compared with the first quarter of 2007. Miller noted that vehicle break-ins are the crime the Safest Capital City team has been focusing on with the its “Lock It – Remove It – Or Lose It” campaign. The biggest crime decrease was thefts. Those dropped by 342 reports to 1,024. Burglary reports dropped by 55 to 286. Auto thefts decreased by 42 to 142. Robberies saw a decrease of 27, to stand at 56. Other crimes that were down are aggravated assaults, down eight reports to 56 and rapes which were down by three reports, to a total of 11. The only area to see an increase was arson. There were no reports in the first quarter of 2007, but two this year. “It is critical that we continue to work together as a community to decrease crime,” Miller said. “We encourage everyone to get involved — whether it’s taking items out of your vehicle, joining your neighborhood improvement association or attending a Safest Capital City Meeting, get involved and take a stand against crime.” Reader comments are the sole responsibility of the person posting them. It was making Topeka look bad, but it was because they were reporting differently. I do belive less property crims are reported because it's not worth the hassle when nothing will come of it. I had a prestine eldorado get hit and immediately told the police who I thought did it. They did nothing for two months until a new guy got put in charge of hit-and-runs. By that time he had his car fixed, but the cop told me he new it was the car. I recommend it for those who are interested in understanding officer training. Law enforcement is trained to be aggressive yet they are fathers, mothers, sons, brothers, like each of us. Since the Sept, 11 Terrorism attacks on our Nation, now responders also have to plan and train for Chemical, Biological, Radiological and Nuclear attacks, war-fare, of which no department in this country is really prepared to handle, save the military. Please consider the enviornment these officers, fire fighters, medical technicians ect. are exposed to on a daily bases. If they seem hard-hearted could it be that they have been so over exposed to horrific crime and sick individuals that they've adjusted their own mentality to deal with it? How many mothers and children have you seen beaten, raped, murdered, senseless crimes, not to mention knowing for all your effort you are deemed almost criminal yourself when your only doing your job. It is so sad to see some of these comments regarding those who serve us in this community. I wish the editor of this news publication would consider the harm this is doing by publishing comments that are not well-thought out on a consistant bases, it's really getting old. Please CJ refrain from over-kill on the negative and help us build a respected community and honor those who lay down their lives to serve us in numersous agencies in this county. Oh fun, now I get to display just how retarded the people in my community are.
Here is a letter to the editor on what can be an economic boom to our community. Several country music artists are considering building a huge project that would be called Country Crossing. Now, I hate country music and loathe the thought of it having even more of an influence down here, but who am I to stop it, right? Any who, the fundies (by fundies I mean crazy *** christian fundamentalists) have a problem with this idea because one part of the multi acre project would have video bingo, you know, the game they play in church (is there a smiley available that shows the face banging its head against a knife?). They say it is gambling and that the devil will walk on earth and Jebus will forsake us if we allow it to happen. Some douche from the Christian coalition even came down and tried to tell us, mind you that he is not from the state even, that we don't want "this kind" of economic growth in our community.
