There he was confronted by three men wearing hooded jackets, and was shot after a short verbal exchange. The trio fled on foot, and the victim was found down on the sidewalk. They want it there to service Colorado and Texas. Michael H. Holley, 24, of Topeka, was shot several times early the morning of Feb. 23 outside Deep Pockets Billiards at 4310 S.W. 21st St. He died of his wounds at a local hospital. David Wakes, 25, of Topeka, was shot the afternoon of April 27 while in his vehicle in the 2800 block of S.E. Michigan. He died at the scene. A few days later, Farrell Sanders, 17, of Topeka, was found shot to death early the morning of May 1 in the backyard of a residence in the 2400 block of S.E. Minnesota. There is no caller ID on the Crime Stoppers line, and callers won’t be asked to give their name. If an arrest is made, tipsters might be eligible for an reward up to $2,000.

Westar profit doubles on tax break: CJOnline - Westar profit doubles on tax break By Michael Hooper The Capital-Journal Published Friday, May 9, 2008 at 8:58 a.m. CDT Westar Energy's profit in the first quarter doubled, partly because of a large federal income tax benefit, the company said this morning. The company earned $60.9 million, or 63 cents per share, for the first quarter 2008, compared with earnings of $29.9 million, or 34 cents per share, for the first quarter 2007. The increase in quarterly earnings was primarily the result of a $39.4 million, or 40 cents per share, net earnings benefit from the completion of a federal income tax audit covering multiple years. Setting aside the net earnings benefit of the completed tax audit, first quarter 2008 earnings were $21.5 million, or 23 cents per share. Earnings per share also reflect an additional 10.3 million shares issued since the first quarter 2007 to fund the company's growth plan. "Earnings in the first quarter 2008 were consistent with our expectations," said Bill Moore, Westar Energy president and chief executive officer. "We expected earnings in the quarter apart from the tax benefit to be down compared to last year, largely because of capital investments we have made to serve customers that are not yet reflected in our prices. Earnings per share were also affected by the additional equity we have issued to fund our growth plan. As planned, we intend to file a rate case later this month and request an increase in our prices to recognize these capital investments and equity additions." The company reported first quarter 2008 revenues of $406.8 million, $36.5 million higher than first quarter 2007 revenues of $370.3 million. Retail sales increased $15.2 million, or 6 percent, due primarily to increased recovery in rates of fuel and purchased power costs and higher customer demand due to normal growth in the retail customer base and colder weather. Wholesale sales increased $18.4 million, or 22 percent, due principally to sales made pursuant to a long-term wholesale sale agreement entered into in April 2007. Total operating expenses increased $52.7 million, due principally to higher fuel and purchased power expense and higher operating and maintenance expense. Fuel and purchased power expense increased $43 million, or 42 percent, due principally to planned maintenance outages at two of the company's lower cost base load generating units. As a result, a larger portion of the power required to serve customers was generated at the company's higher cost natural gas-fired facilities and purchased from others. Stock in Westar Energy (NYSE: WR) was down 47 cents to $22.95 per share in early trading. In the past year, the stock has traded between $21.75 and $28.35 per share. CoreFirst has participated in the Federal Family Education Loan Program, offering Stafford and PLUS loans, for more than 30 years. But CoreFirst, the No. 1 lender at Washburn University, said its portfolio of student loans lost its profitability after Congress voted last fall to cut about $20 billion from subsidies the government pays to lenders. CoreFirst is among many. Comments Click here to read comments from yesterday's story. "There is no monetary benefit to stay in it," said John Fager, spokesman for CoreFirst. "They are paying at a rate they are funded. It's a wash." CoreFirst sent notices to students this week saying "effective immediately CoreFirst Bank & Trust will no longer accept applications for new Stafford or Plus loans." Students are advised to contact their school's financial aid office to choose another lender and sign a new master promissory note, the bank said. Fager said CoreFirst's student loan portfolio ranged between $15 million and $25 million over the years. The portfolio is in the process of being sold to Sallie Mae Servicing. The sale should be completed by the end of June. Fager said CoreFirst targeted students at Washburn, Emporia State University, Kaw Area Technical School and other trade schools in the area. Jerry Farley, Washburn president, said CoreFirst had handled the majority of loans for students at Washburn. After finding out the bank is getting out of the business, Washburn applied to be part of the U.S. Department of Education's direct loan programs. Farley said there is ample opportunity for Washburn students to find other lenders before the next semester begins in August. Farley, a member of the board of directors at CoreFirst Bank, said other lenders, including Capitol Federal Savings, have gotten out of the student loan business as well. Farley said he has a list of about 24 other lenders that are willing to provide student loans, but they aren't locally owned. The list includes Bank of America, US Bank and Citibank. The average student loan debt of Washburn graduates is about $13,000. More than 60 percent of Washburn students have student loans, Farley said. Farley said that because so many lenders have gotten way from providing student loans, Congress introduced a bill to entice lenders to stay in the business. President Bush recently signed into law a bill passed by the House and Senate in response to shifts in the student loan markets. While there are no reports of any eligible students or parents being denied a federal loan, Congress and the White House believed it prudent to be prepared for any sudden or drastic shifts in the markets that could affect access to federal student loans, according to a report from the American Association of State Colleges and Universities. On numerous occasions and with several students had the same loan as Sallie May and no matter how many agencies you had involved would not "get it". Also, I know at least three people that the bank had "debit charges" being made on their accounts that did not belong to them, on two, the customer was out of town, but they said "since you shop at the GAP on a regular basis these charges belong to you" the charges were dates that were not possible. There were numerous other charges which caused the account to be in overdraft status, it is thought to be an inside job by an employee as the problem would not end. Of course, the bank is "always"right so it was horrible experience for a young person just starting out. This scenerio played out over and over. Thankfully the students will be saved from their involvement with this establishment - finally. Also, if the feds keep dropping the interest rate, who is getting the breaks, certainly not the consumer.. interest rates for home loans have not dropped for the homebuyer. Fort Riley soldiers returning from war: CJOnline Page Not Found
The Associated Press Published Monday, May 12, 2008 at 2:26 p.m. CDT FORT RILEY — Another group of Fort Riley soldiers is coming home from 15 months in Iraq. The latest to return are approximately 55 soldiers from the 977th Military Police Company, due back today. During their deployment, the unit logged more than 3,700 combat patrols, drove more than 676,000 miles and conducted 28 humanitarian assistance missions. Eleven soldiers from the unit were injured during the deployment. Two were killed. There still are some 3,550 Fort Riley soldiers deployed to either Afghanistan or Iraq. It is the anchor of a town where McKinney has lived for 24 years, where his children grew up. "This is what we do, we build back our homes," he said of the post-twister progress. "This is a great community to raise a family, a great community to retire in."

Automobiles poor protection from twisters: CJOnline - Automobiles poor protection from twisters The Associated Press Published Monday, May 12, 2008 at 2:47 p.m. CDT SENECA, Mo. — Trapped in his car on the way to a friend’s wedding, Rick Rountree and his family never stood a chance once a tornado packing winds of 170 mph hit southwest Missouri. “It’s like taking a handful of Matchbox cars and rolling them across the kitchen floor,” said Sgt. Dan Bracker of the Missouri State Highway Patrol, surveying the damage in Newton County near the Oklahoma border, the hardest hit area. “This is devastating.” Nearly half of the 21 victims of a weekend tornado that devastated parts of Oklahoma and Missouri died in cars — troubling experts who say vehicles are among the worst places to be when a twister bears down. At least 24 people were dead in Missouri, Oklahoma, Georgia and Alabama after severe storms erupted Saturday over the southern plains and swept east. Fifteen people died in Missouri from the same storm that decimated Picher, Okla., killing six there. Wind speeds for the twister that struck Newton County varied, but at one point it became an EF4 tornado reaching 170 miles per hour or higher — moving at a pace of 50 mph to 60 mph, said Andy Foster, a meteorologist with the National Weather Service in Springfield, Mo. According to data from the National Weather Service’s Storm Prediction Center, 49 of the 705 deaths — or about 7 percent — attributed to tornadoes from 1997 to 2007 were people who were in vehicles when the storm struck. “They can cover more ground than you can in your car, so unless you know you are moving away from the tornado, the best thing you can do is find a strong structure,” Foster said. Rountree, his wife Kathy, their 13-year-old son Clayton and Ruby Bilke, Kathy Rountree’s 76-year-old mother, were driving to a friend’s wedding Saturday night when the tornado hit the family’s passenger van on a rural highway about eight miles north of Seneca, said Larry Bilke, Ruby’s son. Ruby Bilke died barely 100 yards from the place where she was born, her son said. The Rountree family left their home in Joplin, 15 miles away, and picked up Bilke at her home in the county in an effort to arrive early for a 7 p.m. wedding, where Rick Rountree was scheduled to sing. “They were on the road when the warnings came,” said Larry Bilke, whose own home just one mile from the crash site was unscathed. Authorities continued today to match the bodies recovered from the deadly tornado with the circumstances surrounding the victims’ deaths. But Bracker of the Missouri State Highway Patrol preliminarily identified two other car passengers who died when their vehicle was thrown from the same road, state Highway 43, as the Rountree family. In Picher, Okla., 32 miles away, a man and a woman died when their car was blown into a lagoon. The body of another man from the car wound up in a nearby tree, said Oklahoma Emergency Management spokeswoman Michelann Ooten. A 13-year-old girl who was riding in the car survived the crash, and was released after her injuries were treated at a hospital. Fire Chief Jeff Reeves said they weren’t trying to outrun the twister. “I think they were actually trying to get to a family member’s house on the south side of town to help them and they just didn’t make it over,” Reeves said. The multiple deaths of Missourians in cars when the tornado hit prompted Gov. Matt Blunt to issue a stern reminder to state residents: stay out of vehicles when a tornado is nearby. Among the tips: motorists and their passengers should find a sturdy shelter or even lie flat in a ditch or other low spot, covering their heads with arms, coats or blankets if the tornado is moving in their direction. Overpasses and bridges should also be avoided — the overpass can create a wind tunnel effect, and bridges could collapse. The National Weather Service said about 100 people have died in U.S. twisters so far this year. If trends hold, this could stack up as one of the deadliest tornado years in recent history. The weather service’s Storm Prediction Center in Norman, Okla., said 130 people died in U.S. tornadoes in 1998, the eighth deadliest year since 1950. The highest number of tornado-related deaths came in 1953, when 519 people died. Through mid-May of this year, 910 tornadoes have been reported, though not all have been confirmed by the National Weather Service. That is compared to 1,093 confirmed twisters for all of last year. In the last three years, there has been an average of 1,159 tornadoes confirmed.
