Nothing new here. Most people every day people do not realize that they are committing a crime when they open a file like that. I think it is funny that the only time they care is when it happens to a presidential candidate.

yeah it not only happens to regular people all the time I'd be willing to bet it's common practice.....the level of management that was supposed report the infraction was contractor level. Thier jobs could have been directly impacted by reporting the infractions. Whats wrong with this picture?
