The president doesnt have the authority, however, he is the speaker for Iran and Khamenei has not really spoken up to contradict what he says. As much as Ahmad is a figurehead, he holds power among the many parts of the military indirectly and also many provincial areas.

Khamenei is more reasonable than Ahmad, but if he really disagreed with him, he hasn't done much to stop his ranting.

Exactly. I don't know whether the Administration actually does not realize that an armed Iran or NK is not really a threat, or whether they just want "all options on the table."

He's said that nuclear weapons are antithetical to Islam...

There will be a point at which Kim Jong will leave office one way or another. The next step is human rights and civil liberties being restored to North Korea. I have yet to see if they are not squandering money on nukes if they are actually going to focus on feeding their people. If they could just manage to get a decent human being in office, there could be re unification of the Koreas.

There could be a shift in power structure. The North Korean leadership is made up of old folkies: over 70% of the national council is over the age of 65. The hardliner image being presented is conjured from people with memories of the Korean War. Let's remember that during the Korean War the United States actively encouraged South Korean officials to root out any and all Soviet sympathizers and kill them. Trying to present ourselves as good people is kind of absurd in their eyes.
