There is a Russian school in Tripoli, Banġāzī, Libya, by the way.

The history of Libya includes the history of its rich mix of people added to the indigenous Berber tribes. For most of their history, the people of Libya have been subjected to varying degrees of foreign control. The modern history of independent Libya began in 1951.
The history Libya is covered under five distinct periods: Ancient period, the Islamic period, Ottoman rule, Italian rule, and the modern era.

I cannot call Russia the USSR but you can call the United States of America an Empire? Seems like a double standard. That is super if Russia wants to do buisness with third world countries, good for them. But if Russia honestly feels that Libya is going to be a great ally well I would say that the Russian military advisers may have missed a few memos.

All enemies of American Empire becoming Russia's friends.....

Today Russian President Vladimir Putin visited the memorial dedicated to the victims of America's barbaric bombing of Libya in April, 1986, and left a note in the Book Of Honorable Guests.

1986: US launches air strikes on Libya

At least 100 people have died after USA planes bombed targets in the Libyan capital, Tripoli, and the Benghazi region.
Around 66 American jets, some of them flying from British bases launched an attack at around 0100hrs on Monday.

A number of civilian targets were hit in the raids

The White House spokesman, Larry Speakes, has said that the strike was directed at key military sites but reports suggest that missiles also hit Bin Ashur, a densely populated suburb in the capital.
Colonel Muamar Gaddafi residential compound took a direct hit that killed Hanna Gaddafi, the adopted baby daughter of the Libyan leader.
President Reagan has justified the attacks by accusing Libya of direct responsibility for terrorism aimed at America, such as the bombing of La Belle discoteque in West Berlin 10 days ago.

.....the Western media ignores this historical visit.....

TRIPOLI.
Vladimir Putin arrived in Libya on an official visit.

The greeting ceremony for the President of Russia was held at the Al Aziziyah residence of Libyan leader Muammar Gaddafi.

The leaders of the two countries then inspected the memorial in the Libyan leader's former residence. The memorial is a small two-storey building that bears traces of the American bombing of 1986. The President of Russia left the following message in the book of mourning: "I pay tribute to the victims and mourn together with you".

After the welcome ceremony Vladimir Putin held a private meeting with Muammar Gaddafi.
The heads of state highly praised the prepatory work done before the visit and the package of agreements that they intend to sign.

Vladimir Putin and Muammar Gaddafi discussed the prospects of Russian-Libyan cooperation in the field of civil nuclear energy and in issues concerning nuclear non-proliferation. They also discussed cooperation projects in the field of transport infrastructure, addressed security issues in the Persian Gulf and the Middle Eastern settlement. The parties also expressed themselves in favour of strengthening the role of the UN.

The negotiations then continued with the participation of the two countries' delegations.

What do you mean? Is America going somewhere?

And why do you think Russia is doing the deal with Lybia? Who's idea was it?

I think all what the Russians want is to make Business and bring money to their Banks.......that is all. the same with Iran, the Iranian gives money to Russian, Russian gives Nukes to the Iranian. it is all about money. however, the Iranian deal is much more difficult and complicated than the Libyan one. but both share the same principle: Money.

Well if you call Russia the USSR you are calling it a Marxist Leninist state, which it clearly isn't. You are also making the false assumption that the USSR was just another name for Russia, when in reality it involved other states like Georgia and Ukraine. Calling the US an empire merely recognises its practice of neocolonialism. I don't see any double standards involved here.

Of course! What do you think is the goal of Putin's visit?
Drink some tea with Muammar Gaddafi and open a center of Russian culture in Tripoli?

No. The goal was to sign contracts and gain political influence in Libya.

In Libya America is hated. Russia is welcomed.
USA is out, Russia is in.

So keep it up with your idiotic foreign policies, America.

If you seek peace, prepare for war.

How about "Stricto vive gladio, gladio morere transfixus"
