Whatever he may be does not excuse Israel for giving impunity to those IDF soldiers who use human shields. It was perfectly legal under Israeli law for IDF soldiers to use human shields under the neighbor policy (up until 2005). Even now though the use of human shields occurs and IDF members usually recieve impunity for these actions.

It was leagal for IDF soldiers to force Arab civilians to search houses thought to contained bombs or armed/hostile persons. this practice was officially dropped in 2005, but the use of human shields, as you pointed out, still occurs.
