That's not the kind of thinking that will solve this problem.

Legislation isn't going to make the problem go away.

they shifted the problem from two US states to three other US states. Texas, New Mexico and California. And to a much smaller extent, one Mexican state, Sonora.

Look around and see where those people went. They went where the jobs are, and they aren't in Mexico. They're here.
Then vote for state legislators in Texas that will do something about it.
