Why do we need to do this? They are criminals (people who commit crimes, i.e. people who violate laws) and should be treated as such.

A panda walks into a cafe. He orders a sandwich, eats it, then draws a gun and fires two shots in the air.

We already have a process for legal immigration.

I think quotas based on nationality should be eliminated anyway. However, I have no problem with requiring certain minimum requirements for legal entry - just as other countries have. Among them would include having a job lined up and, as is becoming increasingly the case in Asia, a four-year college degree.
