That's not specific enough. That would cover the death penalty as a sanctioned judicial action I mean. Do you include or exclude the death penalty from your definition?

One should hope he is not remembered for his actions. He was a despicable man, garbage of humanity. He is not remembered in Latin America for what he did but for what he supposedly stood for. Two far far different things.
