The problem is, most of these kids are being born in Africa and other not very developed places. These people have been living in poverty with no medical care for centuries. They would have ten children and maybe two or three would reach adult-hood. They needed all the kids possible to work on their farms just to stay alive. Then the West brought them modern medicine, and instead of having ten kids and having two survive, they're having ten kids and having eight or nine survive. Do they stop having kids? No, because the more people working the farm, the better.
We need to get the people of Africa off farms. Nearly two-thirds of the world's population increase is due to poverty-stricken LDC's, and pretty much every country in Sub-Saharan Africa but South Africa is an LDC. Most of the countries where fertility laws would have effect are MDC's, and those already have an NIR of 2.3 or less (2.1 is replacement, meaning that for every person that dies, a person is born - constant population). Some European countries already have NIRs of less than 2, so their population is actually shrinking. The US is around 2.2-2.4, I think, so we have only slow growth. If you want to stop the population boom, upgrade the economies, infrastructure, and goverment of poor countries and get their populace off farms.

Just no. If you want to try to control population, you have to get rid of the idea that birth control is immoral. Teach people to use condoms and other forms of birth control, and make abortion an option when mistakes are made.

This is what China has been doing. I say instead of doing it in the Advance world where the level of births are only replacement level. We should seriously focus on getting the developing world and poor world to develop as stated above. In which case there birth level will drop to 2 baby's a piece.

People here used to have large families. When the birth control/abortion became commonly available, it decellerated without any other action.
Perhaps education is the way forward, alongside availability of these alternatives. In Africa, they may need larger numbers to farm. But even then it will become apparent that they can only support a finite number. If the options are available, numbers may well drop "naturally". I have reservations about a one-child policy. In countries where that is employed, there are problems with gender selection. Girls are sometimes left to die because the family prefers to have a boy. |

And what are you going to do to families who violate that law? Hunt down the mothers and stick them in jail? Kill the baby?
