Will having 900million instead of 1billion affect the man who made 1billion in a year's lifestyle at all? No

Can 1000 make the difference between surviving or dying to a man who makes 10k in a year? You bet your ***.

If you have one billion dollars chances are you're not paying any taxes on 99% of that money.
