That's state dependent. It was 14 in Ga until the late 90's now it's 16. Many states have graduated systems from 14 up depending on the age of the person they have sex with. In other words, they make it up as they go along. Scientists say that puberty is getting younger and younger though, creating physically sexually "ready" humans well before the current society is ready for them to be.

I was talking about pedophilia though, not teenagers engaging with consensual sexual activities with their peers. NAMBLA is a group of pedophiles that want the sexual activities between a adult male an a prepubescent male to be legal. I was saying that a boy, lets say age 8, lacks the maturity to make a decision of whether to say no to an adult authority figure.

I say ability to make the decision doesn't matter. His body isn't ready for sexual activity so no one should be sexually attracted to him in the first place. Not to mention the male body isn't evolved for penetrable sexual activity anyway. Nothing about the anus of either sex physiologically prepares it for sexual activity like a sexually aroused vagina.
