Think of it this way. When I see a Christian, I don't call him a member of a canabalistic death cult, although it's true. Why? I try not to offend people in real life unless it's necessary. Same reason I call retarded people cognitively impaired or slow kids "special." Part of PC is an attempt not to offend. It's really to be taken on a case-by-case basis.
That's the function of PC language.

If a store wants to say happy holidays to make it as friendly and wide-spread as possible, not to exclude others from festive mood, that could be polite, culturally sensitive language. It fall sin line with other types of political correctness "politeness" such as important issues of race, gender, disability, etc.. But some people call it PC. It's interchangeable a lot. PC is a type of expected polite terminology or expression in certain circumstances. The dictionary defines political correctness as: "avoidance of expressions or actions that can be perceived to exclude or marginalize or insult people who are socially disadvantaged or discriminated against."
