On point, I'd vote for neither of them. Manditory minimums are stupid, lazy rules on par with "zero tolerance" policies. On the other hand, rehabilitation is a waste of time and money that could be better spent elsewhere. Just lock the criminals up, people will always commit crime.

Doesn't "Just lock the criminals up" fall in the same line as manditory prison time (no probation, you will 100% go to jail)?

No, that statement was made in reference to "rehabilitation" programs.

If some 18 year-old kid steals a credit card and makes some fraudulent online purchases, but otherwise doesn't have a record, cut him some slack and put him on probation for a while. If he screws up again, send his *** to the slammer to think about his idiocy. If a guy with a sheet longer than a roll of toilet paper commits the same crime, lock him up.

It's about common sense.
