True and that is certainly something to consider. I live in New York State and can actually see Canada from my apartment ; and there are often cross-border issues that our governor has to deal with.

Then wouldn't you say that it is the "often cross-border issues" that give you foriegn policy experience and not just the fact that you are close to it?
