Hence your stupidity. Abstinence works 100 percent of the time while other forms of birth control do not. Your damned stupidity is in this silly notion of yours that somehow abstinence has failed just because someone chooses not to use the method of birth control. That's as idiotic as saying, "Well, condoms don't work because some people don't use condoms." So, no, the policy is not a failure any more than the policy of promoting condom use is a faillure just because someone chooses not to use a condom.

Yes, it does matter. Bush is not the Governor of Texas and hasn't been since the late 20th century. So, the failure (not that there was a failure in the policy) was with the state of Texas, not the federal government.
