HELL NO!
Now bear with me; I'm going to change that question a bit to make a point. Pretend you are a Muslim in the Middle East and someone asked you the following question:

If the US continues its incursion into various countries in this region, don't you think that may be a threat to our national security in the very near future? If so, then would you not support a plan to develop nuclear weapons and a preemptive strike against the US?

What answer would you expect? What answer will cause the most problems?
Asking such a question and believing it is right to start a war over hypotheticals is nothing more than primitive, fear-based, worst-case scenario thinking, and nothing good can come of it. Whether you are Chosen1 on a message board posing the question, or someone overseas posing the question, a yes answer and attack will always cause thing to escalate and you will continue to get more of the SOS; a no answer and MYOB will do the opposite.
So I cannot understand a mindset that believes preemptive strikes are ever the right thing to do.
