And the second was filled with a lot less than the first. Bush was given bad info to begin with, after that he could use it to wipe his butt, it doesn't matter it is bad info that was given to him that he didn't know about.

Are you two (Oregon Elephant & Michael) honestly trying to figure out whose fault it was. I blame the whole damn government for the war. No one (Congress, the President, the entire administration) tried to stop it. No one questioned the evidence at all.

GAO Report Faults Post-'Surge' Planning

The administration lacks an updated and comprehensive Iraq strategy to move beyond the "surge" of combat troops President Bush launched in January 2007 as an 18-month effort to curtail violence and build Iraqi democracy, government investigators said yesterday.

While agreeing with the administration that violence has decreased sharply, a report released yesterday by the Government Accountability Office concluded that many other goals Bush outlined a year and a half ago in the "New Way Forward" strategy remain unmet.

The report, after a bleak GAO assessment last summer, cited little improvement in the ability of the Iraqi security forces to act independently of the U.S. military, and noted that key legislation passed by the Iraqi parliament had not been implemented while other crucial laws had not been passed. The report also judged that key Iraqi ministries spent less of their allocated budgets last year than in previous years, and said that oil and electricity production had repeatedly not met U.S. targets.

Bush's strategy of January 2007, the GAO said, "defined the original goals and objectives that the Administration believed were achievable by the end of this phase in July 2008." Not meeting many of them changed circumstances on the ground and the pending withdrawal of the last of the additional U.S. forces mean that strategy is now outdated, the report said. The GAO recommends that the State and Defense departments work together to fashion a new approach.

The GAO report contrasted with a Pentagon report, dated June 13 but not released until yesterday. The Defense Department's quarterly assessment to Congress, "Measuring Security and Stability in Iraq," said that "security, political and economic trends in Iraq continue to be positive, although they remain fragile, reversible and uneven."
Now that's a paradox, Bush's surge failed in every respect but one yet some people call it a victory...a victory of what?

Personally, I blaim the entire government as well, but I just don't like it when the entire blaim is tossed onto Bush and the Republicans when they were just given bad info from the start like everyone else.

"Why?" asks the confused waiter, as the panda makes toward the exit. The panda produces a badly punctuated wildlife manual and tosses it over his shoulder.

"I'm a panda," he says at the door. "Look it up."

The waiter turns to the relevant entry and, sure enough, finds an explanation.

"Panda. Large black-and-white bear-like mammal, native to China. Eats, shoots and leaves."

I believe that statement is a lie. Originally Bush was given intelligence that was full of codicils. This was followed by a process of firing, retiring and replacing anyone who didn't tell Bush what he wanted to hear.

Remember Wilson? Wilson gave Bush 100% good intelligence but Bush discarded it and Wilson in favor of the lies he wanted to tell...

I look back to 2002 and remember that many people were open minded toward Bush, if not supportive because of 9/11. For example, Colin Powell obviously didn't stop to double check the information being fed to him as he had already worked with George HW Bush during the Persian Gulf War. At most, I think everyone expected a Persian Gulf War repeat with a full coalition and UN support, exactly how George HW Bush went about waging war.

However, I would also have to make the point that the war powers resolution process needs to be abolished. I think it this had gone through a full congression vote for a declaration of war, there would not have been a rush to jump into an invasion.

Seriously, when I use the large font it makes it harder for people to deny or ignore what I wrote...and considering I just proved that Oregon Elephant's excuse for Bush was in error, I want it remembered at least by him.
