I heard the "bad blood" between McClellan and Rove was "palatable".
Rove hardly wanted "an underling" questioning his authority, and expected McClellan to follow orders without question, and be mindful of his place in the hierarchy....in this case, "outside of the hierarchy".
This, besides being a conscience-clearing "mea culpa" of sorts, is "royal payback", for Rove's arrogance and undoubted "cruelty".

Yes it would seem that way. But loyalty in the fashion mentioned isn't loyalty but goose step marching and the world had enough of that a while ago.
