When Obama takes office, and after the Dems increase their majorities in both Houses- of course things will change. This will occur in spite of Republican obstructions.

And, therefore, they will continue to be blamed.

Obama could take the easy way out ( a la George Jr. ) and issue Executive Orders to overcome these roadblocks, but then the Reps would scream bloody murder.
