Heck, a .22-250 will punch through even a level III vest. A 7.62x39 (the AK-47 round) will go through most body armor--steel or lead core. The steel cores actually do LESS damage, because the lead disintegrates when it hits. (The steel-core ammo was only used because at the time, it was cheaper than lead.)

That's why the normal loads in my uncle's .454 Casull gun (and my wife's 9mm) are hollow-points.

They also can hurt accuracy, and some pistols won't cycle with the extra weight, needing the slide worked after every shot to chamber the next round.
