Well, I'm for phasing it out over the next ten to twenty years and reducing it to a regulatory role, just setting requirements for getting a diploma and checking to make sure that private schools meet regulations. Also, public primary school for free or cheap.

As for the dumping waste, it all depends on the type of waste, where it's being dumped, how long it will be around, and if it will spread to neighboring properties. Also, It'd be more okay if it were a person, less so if it were a corporation.
