That question would be dependent on context.

Did I know the zoning for the land before hand?
Did I know the potential for this before hand?

Also, dumping toxic waste is criminal action that affects land beyond the property line, by seeping into water systems. This would be criminal negligence regarding the rights of other property owners.

IF it was handled safely, and rights were respected, and I knew about it before hand, sure, fine with me.
