Well, the fact that they have leases (actually they pay nothing) on government land and are not doing anything to follow through sounds alot like not building new refineries. I would not put it past the billionaire CEOs and their executive teams to have already worked out what works best for making profits and diverting most of those profits into their own bank accounts. Building new oil fields means paying for it out of their profits.

I have no doubt that the Republicans are doing exactly what their oil corporation employers want.
