It is public property.

Jenny Schiavone, a spokeswoman for the performing arts center, said the venue is city-owned rental property but is not legally defined as public property.

BS. If public funds paid for the facility, it is public unless military.

The question is....was she 'inside' the facility?
There are three venues owned by the city / county. There are more that are listed but neither is the owner. All are manages by the same entity which is a non-profit corp. If she did not get inside.....public property. If she got inside and became disruptive...that of course would be another story.
