I've been through a few hurricanes that were Cat 1 when they went over me, and those did enough damage as it was. The last one was Isabel. My town lost power. Most of the traffic lights in the area had no power. My neighbor lost a tree, as did many people.
If you'll notice, the report from the National Hurricane Center described Bertha as a "major" hurricane.

But within the narrow context of hurricanes, Categories 1 and 2 are minor.

A panda walks into a cafe. He orders a sandwich, eats it, then draws a gun and fires two shots in the air.
"Why?" asks the confused waiter, as the panda makes toward the exit. The panda produces a badly punctuated wildlife manual and tosses it over his shoulder.
"I'm a panda," he says at the door. "Look it up."
The waiter turns to the relevant entry and, sure enough, finds an explanation.
"Panda. Large black-and-white bear-like mammal, native to China. Eats, shoots and leaves."
