The improvement gained will be minimal, especially looking at the jobs leaving. If only one thousand jobs came here I would be happy. Problem is it will be one thousand jobs coming and two thousand going. Exports right now are not taxed (just the wages required for shipping and making them are unlike imports where just the wages of shippers are taxed). Since the taxes will be the same on both imports and domestic products, people here will buy imports, and overseas because the dollar is weak and wages are high (even if it got stronger, it won't help much) the American product is still more expesive. I don't see this system working out the way you or it's designer see it.
