Yes, it is an issue of gender. Does the man get pregnant if he has no access to contraceptives? Is the man unable to get his prescription filled? No. It is the women. How anyone can say this is not a gender issue is beyond me.
Note: Many many women take the pill for non-contraceptive reasons. So to deny them access to a medically prescribed drug is unconscionable.
