Why can't they? The DMC is only in one small area, Detroit and it's surrounding area. There are multiple places that one can go, people have choices.

In the country, where it maybe 50 miles to the next one, they are already suffering a problem with a near monopoly in their area and their problems would be fixed by competition, not regulation.
