Licenses can be revoked and have to be renewed every now and again. If they deny people access, then someone else will open up shop and fill the need and drive them out of business.

If there is an area that doesn't provide any birth control, than it would be a magnet for pharmacies that don't have the moral issue, and they can set up shop and clean out the pathetic competition.
