It's all part of the government conspiracy to make Americans dependent on the government. There is no constitutional authority for Social Security and I don't give a rat's behind how many people "need" it. They don't have a right to it! If states want to have such programs then they have the power to create such programs but there is absolutely no federal authority for these kinds of nanny state programs.
