I agree weith Levi that each individual state should administer a mandatory educational program requiring attendance from K-1 through grade 12. Participation in extra cirricular activities would be dependant on the student's GPA. Teachers ratings and job retention would be dependant on the avergae GPA of their students, not solely on union contracts.

Education is far too important to the success of a society to be left to the whims of the individual family unit.
